The Dutch Minister of Development Cooperation, Mrs. Agnes van Ardenne, and the previous CEO of AEGON, Kees Storm, chairman of the Health Insurance Fund (HIF), have started a innovative initiative for a new health insurance fund for Africa in the occurrence of the top of the Dutch business community. The HIF would set up a new, ground-breaking insurance fund for African countries that would enable low-income groups to get collective health insurance through a premium subsidy. This insurance principle would make basic health care, counting anti-AIDS medication, available to more people in Africa.
Care would be provided by both public and private care providers with whom the insurer would enter into care contracts. The care providers would be paid based on their performance. The execution of this insurance principle would be the central issue and would thus add to a more effective healthcare system in Africa. New and accessible physicians, nurses and care centers could be better utilized and the quality of care would be improved.
