The state of Alabama faces an "unfunded liability" of about $19.9 billion to cover the cost of providing health insurance for present employees and retirees of state agencies and public schools and colleges.
Unless Alabama starts to speak to the issue soon, the state can find that the cost of borrowing money for such things as new schools would jump dramatically.
Eventually, the state would no longer be able to afford a reasonable health insurance plan for public employees and retirees.
But state officials emphasize that if the Legislature starts as soon as possible to build a keep fund to offset the health insurance liability, the problem could be managed.
