The health insurance industry now proposed an expansion of Medicaid and the new tax breaks this Monday with the goal of guaranteeing coverage to all children in three years and for almost all adults within 10 years.
New members of Congress, particularly those elected on a pledge to help the uninsured, are likely to hug many of the proposals that provide a benchmark for debate on the issue. The debate is probable to rage in the next Congress and in the 2008 presidential campaign.
